PRB: Marshal IP Reputation Service with Google Public DNS

Issue resolved:

As of 28 March 2024, Google Public DNS can again be used with the Marshal IP Reputation Service (RBL) rbl.marshal.com

Queries forwarded through Google Public DNS return the expected values
The previous symptom of all queries returning NXDOMAIN is no longer seen.

LevelBlue identified an issue with handling of certain query formats used by Google. The RBL infrastructure has been updated to respond as expected to these queries.
