Can a report be run on exception URLs? 

Yes, exception URLs will show up as either category EXP1 for blocked exceptions and EXP4 for allowed exceptions. Since these are specific categories, you can isolate these reports to show you only this information.

Select "Drill Down Reports" from the main menu of the Web Client and click on "Categories". When the default report for the current day comes up, choose “New Drill-Down Report” from the top.  Set the date scope to Daily, set the date range for the time period you are interested in, and click on  “Advance Options”, in the “Search” field select “Contains” from the drop down menu, and in the “Filter String” field type EXP and hit Apply.
