Question:

  •  Does the 8e6 filter do bandwidth throttling that would allow me to assign certain amount of kilobytes of bandwidths to a user for upload and download process.

Information:

The 8e6 filter does not do any form of bandwidth throttling because it only works off URLs and patterns.
