HOWTO: Site is being blocked even the Category is not set to block

Question:

Site is being blocked even the Category is not set to block.

Procedure:

Check Minimum Filtering Level, it takes precedence over filtering profiles of entities who are using a filtering profile other than the global (default) filtering profile.
